Categories of Courier & Logistics Licenses
Pursuant to Regulation 2 of the CLS Operations Regulations 2020, NIPOST issues four categories of courier and logistics licenses. Each category is designed to accommodate operators of different scales and geographic reach. Operators must apply for the category that matches the scope of their intended operations.
Scope of Operations
For operators who perform courier and logistics services across international borders. International license holders may operate both within Nigeria and between Nigeria and other countries.
Office Requirements
Operational offices, secured infrastructure, and warehouses must be maintained in at least 6 (six) states of the Federation, with at least one from each of the six geo-political zones.
Scope of Operations
For operators who perform courier and logistics services nationwide within Nigeria. National license holders may operate across all states of the Federation.

For operators who perform courier and logistics services within a particular geo-political zone in Nigeria. Operations are restricted to the states within the applicable zone.

A verifiable operational office must be maintained within the applicable geo-political zone.
Scope of Operations
The Special SMEs License is designed for businesses whose primary trade or service is not courier or logistics, but who require the use of riders and motorcycles to deliver goods or products to their own customers as part of their internal operations. This includes businesses such as restaurants, pharmacies and retailers who maintain a fleet of not more than five (5) motorbikes for the purpose of last-mile delivery within a specific city, LGA, State, or FCT. This license does not authorise the holder to offer courier or logistics services to third parties for a fee. It is strictly limited to own-customer deliveries. in support of the licensee's primary business. Operators under this category must maintain a verifiable operational office within their applicable location and are subject to the same ethical and operational standards prescribed under the CLS Operations Regulations 2020. Please note that the license only covers one state. In the event that the SME has businesses in multiple states, they would have to obtain a license per state.
Office Requirements
A verifiable operational office must be maintained within the applicable State, LGA, or FCT.
License Validity & Renewal
All licenses are valid for 1 (one) year from the date of issue and may be renewed annually.
Renewal applications must be submitted not later than 3 (three) months before the expiration of the existing license.
Late renewal applications attract a penalty of 12.5% of the prescribed renewal fee in addition to the renewal fee.
